A state audit of the Indiana Economic Development Corporation under former Governor Eric Holcomb found widespread conflicts of interest, undisclosed financial ties and questionable spending.
Auditors uncovered more than 30 instances where officials or board members had financial links to outside groups receiving taxpayer money, but only one was reported to the State Ethics Commission.
One former executive, tied to a $17.5 million contract, later joined a vendor that benefited from IEDC grants without filing the required post-employment waiver.
The audit says 82% of his salary came from that contract.
